If everything looks good, then the issue may be the voltage regulator. A way to verify this is to disconnect the instrument cluster and then see if the battery is still being drained. On some vehicles, you can simply pull the fuse for the instrument panel. If the battery stops draining, the instrument cluster is definitely the issue.
