No. Nemesis System is optimized for nemesis difficulty. Mainly because how traits work, and enemies won't gain absurd amounts of levels by killing you. Brutal is better if you're already Lv80 or something. Brutal is basically gravewalker but a little more balanced between talion and the orcs especially by late game.
