It's an improvement from a game design perspective, but it makes the game harder. Then again, the Estates make the game easier. For most nations the game is easier with Cossacks enabled.
CK3. EU4 is a good game but to get the full experience you need to buy hundreds of dollars worth of dlcs. To enjoy CK3 on the other hand you don't need any dlcs because, well, there aren't any major dlcs yet. CK3 also has better UI and graphics if that's something that matters to you.
Performance-wise, the eu4 sucks. I can no longer play the game that I used to play very comfortably on my computer. Resolution problems, scale problems, endless freezing problems, etc. They couldn't have made this game this way if they wanted to. I had to stop playing eu4 after 1.30, now I'm just a follower.

No, but it's just $20, and then you can give the rest of your codes to a friend you want to introduce to the game or post them here if you want. Unfortunately the bundles that cost less have the older DLCs. To get the newest DLCs you have to get the full bundle. I don't find it for my country.
